New Horizon Experience. This article describes the New Horizon Experience, which is available now. As of September 28, 2026, New Horizon is the default starting point on a computer or laptop. In the Horizon WebRef mobile apps for Android and iOS, New Horizon is already what you see. If you still have the older layout, choose Switch to New Horizon from the banner or your account menu. You can switch back to Legacy Horizon from that menu any time during the transition.
This article covers League Penalties for organization administrators when the league module requires penalties.
Open League Penalties from Members Home
Start from Members Home after you sign in. On a phone, open the side menu first whenever a step mentions the menu.
On a computer, the same screen uses the wider layout.
Open your account menu (your name or photo at the top), then choose Administrative Forms.
Under the league / management tools, choose League Penalties (the first word may match your organization's league label). That opens the penalties review panel. Use it to review penalty records your organization tracks for the league module.
When you do not see League Penalties
League Penalties is not part of a standard subscription by itself. It appears only when both of these are true:
Your organization has the League Management Module add-on on
Require penalty reporting from home coaches is set to Yes in League Module Settings
Organization administrators - turn it on this way:
From Members Home, open Settings → System (System Settings). Open Add-Ons. On the League Management Module card, choose Add service (or Manage if it is already there). The module includes a free trial; see How to use the League Management Module for pricing and the full setup guide.
Open Administrative Forms. Under Management Forms, open League Module Settings.
Set Require penalty reporting from home coaches to Yes. (When penalties are required, rosters stay required too so offender names exist.)
Open Penalty types and severities and add at least one type and one severity so coaches can report infractions.
Choose Save League Module Settings.
After that, League Penalties and League Suspensions appear on Administrative Forms. If the module is off, or penalty reporting is No, those links stay hidden - that is expected, not a broken menu.
If you still see the older layout
On a computer or laptop, the older legacy layout appears only if you switched back to Legacy Horizon. Choose Switch to New Horizon from the banner or your account menu to return. Menu names may sit under Administrative Forms or the classic side menu. The jobs you can do on the page stay the same.
