How to set up Game Structure
Set up the leagues, game codes, and positions that organize your games and assignments.

This article covers Game Structure in HorizonWebRef - the organization administration page where you build leagues, game codes, and positions that drive scheduling and assignments.
It is for organization administrators who manage scheduling setup. Use it when you are preparing or updating the structure of your season before games are assigned. Officials and coaches do not configure Game Structure.
Both layouts are in use right now. In the Horizon WebRef mobile apps for Android and iOS you see the New Horizon Experience. On a computer or laptop, the older legacy layout stays until you choose Try the New Horizon Experience from the banner or your account menu. Match the steps to the screen in front of you. When a control or rule exists on only one layout, this article says so. The steps below start with the New Horizon Experience in the apps, then cover that older desktop or laptop layout.

Build your game structure
Open Game Structure from the organization administration area. The page follows a simple hierarchy: create Leagues, add Game Codes, then add Positions for the work that must be covered.
On a computer, the same screen uses the wider layout.
A League is the governing body your games belong to. Game Codes describe the kinds of games your organization runs. Positions describe the roles you need to assign, such as referee, umpire, or scorekeeper.
The list is nested, like a tree. Leagues sit at the top. Use the arrow next to a League, or tap the League name, to open the Game Codes under it. Open a Game Code the same way to see the Positions for that pairing. Use the pencil to edit a League or Game Code. Tap a Position name to open that role. A box next to each name lets you select items of the same kind so you can work with several at once. Clear selection turns those boxes off.
When your organization uses Leagues, Show unused game codes sits beside search on a larger screen, and under search on a phone. It starts on so the list includes every Game Code, even ones that do not have positions yet. Turn it off when you only want Game Codes that already have a position in that League. Horizon remembers your last choice the next time you open Game Structure in this organization. Search and Add Position still reach unused Game Codes when the switch is off. Organizations that do not use Leagues do not see this switch, and the list is not filtered that way.
Start with Leagues
Select Add League and enter a League name. An abbreviation is optional. Use one when you want a short identifier that saves space. Incident email recipients get notices for this League. Use standings includes this League in standings features when that setting is on for your organization. Show on public schedule controls whether this League appears on the public schedule. Then save.
Add Game Codes
Open Add and select Add Game Code. Enter a recognizable Game Code name, then save. A Game Code can be used in more than one League.
Add Positions
Select Add Position from the Game Code. Enter the position name, how many people are needed per game, fees, and any assignment rules that help schedulers. Group memberships required for eligibility are chosen from your contact groups; leave that field blank so all eligible people can be assigned.
Find and manage structure
Use search to find a League, Game Code, or Position by name. Matching results appear with checkboxes, grouped by type, and Load more continues through longer match lists.
Open any item to edit it. Inactive items stay in your records but are no longer available for new use. Deactivate an item only when it should no longer be selected for future games or assignments.
For several items at once, select them from the structure list or from search results, or use Select all matching for every active League, Game Code, or Position whose name contains your search text. Then use the bulk action bar. Bulk deactivation requires a strong typed confirmation such as DELETE 46 POSITIONS, which helps prevent accidental changes to a large group of records.
Utilities
The Utilities menu groups tools for exporting and importing structure, working with positions, and reviewing your setup. Export data before a major update when you want a reference copy.
Under Position tools, Review game codes without positions helps you find structure that still needs staffing details.
To copy position settings from one League and Game Code to others, open Utilities, then under Position tools choose Copy positions. Pick the source League and Game Code first, select which positions to copy, then choose destination Leagues and Game Codes. Horizon builds an explicit list of destinations so you can remove any pair you do not want. Review shows how many new positions will be created and how many will be skipped because the same name already exists there. Confirm only creates missing positions - nothing is overwritten. Large copies are limited so you can run another copy if you need more destinations.
To add or update many positions from a file, open Utilities and, under Position tools, choose Import positions. See how to import positions from a spreadsheet. Replace the list turns off active positions that are not in the file, so read the confirmation before you replace.
Position fees
Position fees help define expected pay for future assignments. Use the Fees section to set the billable fee, deductions, net pay information, and any hourly override your organization uses.
The Billable fee is what your organization charges for this position. It is the base fee for each official assigned to the role.
Deductions come off that billable fee when Horizon calculates net pay. Choose dollars or percent.
A dollar deduction must be $1.00 or more, and cannot be more than the billable fee. Amounts less than $1.00 are not accepted as a dollar deduction. Use a percent when the deduction is less than a dollar. A percent can go up to 99.99%.
Example: if the billable fee is $50.00 and the deduction is 10%, Net pay to official is $45.00. If the deduction is $5.00 instead, net pay is also $45.00.
Net pay to official is what the assigned official receives after deductions. Horizon calculates it. You cannot type it in.
Override hourly rate uses this billable fee and these deductions instead of the official's hourly rate for this position.
A negative dollar deduction pays the official more than the billable fee. For example, a $30.00 billable fee with a -$5.00 deduction pays $35.00.
By default, officials do not see the billable fee and deductions. Organization administrators can turn on Feature number 40 in System Settings so officials can see those amounts on their assignments.
Fee changes are not retroactive. After you save a fee change, review future assignments as needed so their pay details match your current setup.
Helpful reminders
If a Game Code has no positions, it is simply waiting for staffing details. Add positions when you are ready to assign people to that kind of game. When your organization uses Leagues and Show unused game codes is off, those empty pairings drop out of the nested list so you can focus on codes you already staff.
Some names and settings can be locked when they are already used by assignments or managed by an integration. The page explains the lock when it applies.
If you still see the older legacy desktop or laptop layout
On a computer or laptop, game setup is split across Administrative Forms, not one Game Structure page. Open Administrative Forms from the top navigation, find Assignor Forms, and use the link you need: Add/Edit/Remove Leagues, Add/Edit/Remove Game Codes, or Add/Edit/Remove Official Positions. Your organization may use its own words for League, Game Code, and Official. The steps stay the same.
The Game Codes page shows a New Game Codes form on the left and your existing codes in a scrollable list on the right. Use Add Game Code to save a new code. Each row has edit and deactivate icons. The icon menu at the top offers Export, Game Code blocks, and Import from Sports Engine when your organization uses those tools.
Leagues and positions live on their own pages with the same two-column pattern. Positions use an expandable League and Game Code tree. Tools such as Mass Edit Positions, Copy / Duplicate Positions, and Missing Positions sit on the positions page menu, not under one Utilities menu.
Search, Select all matching, typed bulk confirmations such as DELETE 46 POSITIONS, the Show unused game codes switch, and the single nested Game Structure tree belong to the New Horizon Experience in the apps. Build order is the same on both layouts: Leagues when you use them, then Game Codes, then Positions. Deactivated items stay in your records and are not offered for new games.
